0001519: Don't remove Release-Clients after 1 Chunk

Description

Can it be possible to don't remove from upload a client requesting a File with release priority if he is the only one asking for the file?
Because when i start a new release, and only 1 or 2 clients are asking for it the are kicked after 1 chunk, and must wait another time...this is not really effective!
The same thing is for friendslot...example: I'm releasing...and i upload yet to many ppl...then a friend with about 500 KB/s comes to help me...but with FU i can give him only 1 chunk at once...it would be more usefull, if i could give him upload until he finish the file...maybe with 1:3 download limitation for activated FU?
